Rooftop extension to former office building
Biba House is a prominent 5 storey office building, which was built in the 1960s and has been since converted into residential apartments. Located within York's historic walls the building had previously been identified as a detractor to the Central Historic Core Conservation Area.
O'Neill Associates provided assistance on submission of a planning application for a luxury 3-bed penthouse apartment, helping to achieve support in principle from Historic England and the Council’s Conservation Officer and a recommendation for approval from the Planning Officer.
When the application was refused at Planning Committee, the Practice acted to appeal the decision, liaising with the design team to prepare the appeal, advising on the instruction of expert evidence, and assessing the impact of the development and successfully challenging the Council’s reasons for refusal.
