Cliff Carruthers

Cliff joined in February 2004, having been the Head of Development Control for City of York Council for 7 years. He has 20 years of experience in local authority planning work. Cliff has been involved in a wide range of planning policy issues, and has dealt with detailed planning application submissions for major developments, complex sites, and conservation and listed building developments. He has also undertaken planning appeals and enforcement work.
